IFT asks Telmex to modify its functional separation plan


The IFT agreed to request América Móvil to modify the plan it proposed to separate its fixed telecommunication service operations.
The Plenary of the Federal Telecommunications Institute (IFT) agreed to request the Prevailing Economic Agent in the telecommunications sector (AEP) to modify its proposal for a Functional Separation Implementation Plan.

In assessing the information and documentation submitted, the IFT considered that this proposal should be modified in order to ensure the effectiveness of the functional separation and the fulfillment of the objectives foreseen in the constitutional reform in telecommunications.

The AEP will have a deadline of 30 working days to present its modified proposal.

Last February, the IFT Plenary resolved to delete, modify and add the measures imposed on the ASP, which ordered, inter alia, the functional separation in the provision of fixed telecommunications services.

To this end, the AEP must establish a new company, which will exclusively provide wholesale services related to at least the access network and the passive infrastructure and dedicated local links associated with that network, as well as a wholesale division within Telmex and Telnor that will provide the rest of the wholesale services.

With the functional separation, it is sought to eliminate barriers identified in the telecommunications sector through the effective provision of wholesale services, in order to guarantee the access of all operators, under non-discriminatory conditions, to the necessary inputs for the development of the healthy competition and free competition.
